Intensive Placement Stabilization (IPS)
IPS provides intensive support to high-risk youth in care to stabilize placements and prevent entry into higher levels of care. One Hope United’s IPS services cover more than 32 counties in Southern Illinois.
IPS focuses on providing stability and psychoeducation on trauma and its effects. This service uses a trauma framework known as Attachment, Regulation, and Competency (ARC) – a flexible, components-based intervention developed for children and adolescents who have experienced complex trauma along with their caregiving systems.

Who is eligible?
To be eligible to receive IPS services, a child or youth must:
1) be a youth in care in Illinois and
2) reside in our coverage area.
Coverage area includes the following counties: Bond, Calhoun, Clark, Clay, Clinton, Coles, Cook, Crawford, Cumberland, Douglas, Edgar, Edwards, Effingham, Fayette, Greene, Hamilton, Jasper, Jefferson, Jersey, Kankakee, Lawrence, Macoupin, Madison, Marion, Monroe, Montgomery, Moultrie, Randolph, Richland, Shelby, St. Clair, Wabash, Washington, and Wayne.
Additionally, they must meet one of the following criteria:
- Child is a youth in care and requires more clinically intensive services. The client’s caseworker is fulfilling his or her obligation regarding the provision of services.
- Youth/Child is in relative or traditional foster care and is at risk of moving to another placement or more restrictive placement.
- Child is in a more restrictive setting such as a group home, residential treatment or corrections facility, and requires time-limited extra services and interventions to transition to relative or traditional foster care.
- A notice of request for removal of the child from the home has been made by the foster parent.
- Child is stepping down to the parent’s home from a public or private institution and needs time-limited assistance to successfully facilitate the transition.
- Child needs continuing or expanded post-hospitalization services that are not part of the Mobile Crisis Response (MCR) program.
Cost
There is no cost to families that fall within Title XX guidelines.

Non-crisis referrals:
Fax non-crisis referrals to 618 345 9644 or email ipreferralsbox@onehopeunited.org.
One Hope United will process the referral and notify you via fax whether the referral has been accepted or deflected within two business days. An initial referral is NOT complete until the caseworker has forwarded the IPS referral form, integrated assessment and CFS 497 Service Plan, and has discussed the referral with a One Hope United representative.
Crisis referrals (after hours):
Please call Crisis and Referral Entry Service (CARES) at 1-800-345-9049. One Hope United crisis response services are available 24 hours a day for all IPS clients.
